No idea but even if one provincial court ruling holds true in other provinces, in this particular case at least such ruling should have come from supreme court of pakistan instead of lahore high court. whoever filed that case in LHC did not do anything wise. He shd have filed it in supreme court unless there is a requirement to file in provincial courts first for such cases.
it will be challenged in supreme court anyway.
