I have little insight or knowledge of working of Pakistan’s intelligence agencies, however, if we look at how other institutions are run in Pakistan, i doubt ISI, IB, MI, FIA or CID are could be a lot different.
There is a widespread beleif that our army and ISI are on of the best in business. But their is similar impressions of extraordinary “talent” in every field. People talk very highly of Pakistani doctors as well but after i moved abroad i realised that they arent that good.
I don’t recall of the past history suggests that intelligence agencies are very capable.

As a matter of fact, we are very incompetent in propaganda wars. And we have completely ignored the dangers that a foreign bought media poses to our national interests.
Neighbors on the other hand are doing quite well on that front.

Lets not go overboard and drag each and every person of nation under the banner. Such incidents do take place around the world but that does not mean the whole nation should be considered incompetent, look at terrorism around the world, government/military failures around the world but still different citizens of those continue to do amazing things in different aspects of life. It comes down to what you do after such failures.

Well intelligence can fail anybody. America got attacked and 9/11 surprised them, we had a fugitive on our soil it surprised us. again intelligence can fail anybody.

Yeah right and when Sunny Deol was shooting in New Zealand, 2 Pakistani youths beat him so bad that it took him many years to recover. Thats why he has undergone plastic surgery and hair transplant 
No wonder he was wonder he didn’t want to come to New York knowing there are at least a million Pakistani in NYC out to take on him and NY police has mostly Pakistani guys. Care to explain that?

as an observer I look at the situation and think the only options given may not be exhaustive
1- they are incompetent
2- they are sheltering militants
while either of the above or some blend may be true, there is atleast one more possibility, that the agencies there are looking at all possible scenarios of a post NATO exit scenario and dont want to piss off the pashtuns too much and risk higher probability of civil war, or eradicate their side projects like LeT, not because they can not, but because they may think it may backfire in the long run. thus what happened or the corner they painted themselves into, it was the best of some pretty bad options.
but then again, they may jus be incompetent crooks...what do i know. :D

Doesn't CID and CIA (pakistani version) do the same work as FIA? Why have three ineffective agencies?

Thank you America for waking us up and showing us that neither our defence is “impregnable” nor it is in “safe hands”
Failures do happen. 9/11 was a failure of intelligence as well. But they called and told us to get in line NOW. Their Foreign Secretary did not say then that we hold the ISI chief in the “highest esteem” 
US established Homeland Security and pledged to the nation to save it from terrorism. Not a single successful terror incident on American soil thereafter.
We relentlessly repeat everyday that we have broken the backbone of terrorism and they spit on our claims in the shape of a new suicide attack almost every week.

Our agencies are manned by chatta pass 3rd rate jamaati types who cannot think their way out of a wet paper bag. They combine incompetence with overconfidence - a deadly combo.
This is why they try to hide Osama in that place without realizing the type of resources and technology US can bring to bear. They thought that if they kept these "assets" far away from the reach of drones, Americans will just shut up and do nothing for the fear of our nukes.
I wonder what the ISI "guardian" of Mullah Omar is telling him now
