^ Yes you are absolutely right. Our education system is quite in-efficient and needs immediate improvement. I would be great if you can compile your recomendations about imrpovement, bearing in mind the cost and time factor. And put them here. :slight_smile:

Note There will be some flaws. Please point them out, and suggest corrections.

Three (3) project need to start at three different level of government simultanously.

Project 1

Funding and Supervision : Provincial Government

Objectives : To make atleast 70% of the school in every district fully operational at govt funding and remaining be should be given to NGO's ,medium and large size companies (present in other part of provice through legislation). for example 2, 5 or 10 schools per company or NGO. Every company should monitor the progress of their school (school adoption system already exist but it is all on voulenteer basis)

Duration : It is resposibility of Provincial govt to make all 100% existing schools completely functional with staff and minimum equipment in one year time. After that provincial govt should launch a surrvey with help of a private consulting firm to analyse the progress of govt run schools and private sector administered schools.

Cost : Additional funding will come from private sector.

Project II

Funding and suppervision : Local bodies govt (comunity level)

*Objectives * :To double the enrolment of children in schools (atleast ) in 3 years time and overall increase of literacy rate of district by 15~20 % in 5 years.

Scope of project : Initially this project needs to be implemented in those districts where literacy rate is too low i.e around and less then 30% ( Out of total 101 districts in pakistan around 34 have 30% or less literacy rate )

*The project *

Monthly Remuneration for (poor) families who will send their children to school. It will be in form of three cards which will be issued (every month) to a couples who cant afford to send their children to school. Each card can be used to get food or groceries worth Rs 200~250. These card will not be usable for any other pupose

Eligibility
1. People who dont own any land/ property ( or less than certain limit in rural areas)
2. Govt Employees in grade 14 or less
3 . ?

Green Card

If a family has children bellow age 5. They will get *only *one card per month.

Blue Card

If a family has children between age 5-10 years . They will get *only *one card per month. If and only if all the children are enroled in local school. And actually going to school regularly

Orange Card

If a family has children between age 10-15 years . They will get *only *one card per month. If and only if all the children are enroled in local school. And actually going to school regularly

Benefits
1. increase in enrolment in schools
2. Effective population control
3. poverty reduction

Problems

1.Cost

It will require lot of money. Almost 5-10 times more than currently allocated for local bodies in those districts.
One way to generate funds is to divert money from poverty elivation programes and population control.

If somehow funding is arranged how can corruption can be controlled and how can we make sure this project is succesful ?

Project III

Funding and suppervision : Federal Govt (Ministery of Education)

*Objectives * : To encourage masses to educate their kids and have small families.

Duration It will be long term project from 15~20 years. By starting registration now.

The federal Govt will ask parent who a have small family of 3,4 children to get registered and if any of the child is less then 10 years of age, he/she will get lum sum amount or scholarship when he/she will turn 18.
That will practically be an insurance of the child and Federal govt will be paying the premium.

Restriction : Only restriction will be that the child has passed higher secondry school with at least 60% marks. Meeting this criteria the person will get minimum of Rs. 50,000 after truning 18. And Maximum Rs. 100,000 or a scholarship may worth more. The point in the following system will effectively be the money in Thousands .

Points

i. 50 points -- 60% mark in Higher secondry school exams or

ii. 10 points -- Intermediate (F.A) OR
15 Points -- Intermediate (F.Sc) OR
20 points -- Professional Diploma in technical field i.e Engeenering, paramedics, instruments, Auto machnic etc

iii. 10 points if parents were illiterate and now they are literate (they need to pass simple literacy test ) If both parents were already literate than no need to pass any test to get these points

iv. 15 points -- enrolment in normal graduate progame in any universty OR
20 points --enrolment in technical/professional graduate progame in any universty
OR
Scholarship.

There are some probems with these projects. But I will discuss it little later… first something else.

Importance of Education, specially for pakistan

There can not be two views about the importance. One can find tons of literature about it. But for Pakistan it is somewhat more benefitial if we can educate masses. Lets see how.

Pakistan has a very good population growth rate (rather too good :D) but there is some other interesting characteristics of our population for which many developed countries may envy us. :smooth:

Half of the Pakistsani population is younger than 20 years of age. and just 4% is older than 65 years. Which means good chunk of population ( around 2/3 )is young and able to work. In other words Pakistan has abundant human resource available.

Sadly Every govt had a mindset to take this human resource as liability . I think it is purely an asset for our country. But we need to make it value added, like fast developing countries have done and already doing.

Its like we produce large quantity of cotton, and sell them as it is. But now we want to make make lawn, jeans and other stuff with cotton and get our due share of market.

So Educating masses is definately costly, but it is long term investment to develop our human resource and make them more productive.

Now the issues in implementing the projects :-

** Project I – How to convince medium and large size companies to participate and invest ?**

Because they are already paying taxes. It is govt’s responsibility to run schools.
Any company will be hessitant if it is forced on them to run one or more school in some un developed area. It is not easy to do that.

For example, our company’s sister NGO runs a relatively high standard school in remote area of punjab. It is quite costly and requires lot of time and attention from time to time.

How to make companies actively participate we need to offer some incentives(other than tax reduction). What can they be ? I am thinking…

Project II-- How to check corruption

Sadly most of the sollution will only be good on paper. But still it can be contained somehow…

Project III- Where the funds will come from ?

As it is long term project(8/10 years min), Federal Govt can allocate fund for this project every year. As this years budget is announced so funds can be dirverted from some other programe. Lets say Rs. 20-30 million for this year and deal with inssurance company for bulk insurance (something like that) and gradual increase in next years budget.

Sorry the third project is not feasable. Even the most conservative estimates make it unaffordable for country.

so the Modified version To address the issue of cost.

Duration : It will be long term(on going) project from 15~20 years. By starting registration now.

The federal Govt will ask parents who a have small family of 3,4 children to get registered and if any of the child is less then 7 years of age(at the time of registration), he/she will get lum sum amount or scholarship when he/she will turn 18.
That will practically be an insurance of the child and Federal govt will be paying the premium.

Restriction :
1. Commissioned army/civil officers can not apply.
2. Based on financial status of the family the authorizing officer may allow only scholarship policy for the child. Which will be almost same but will require child to get admision in post graduate programe.
3. The family must not have more then 4 children at the time of maturation of policy

4. For first 3 years the scheme will be offered to people living in districts with population less then 1 million. The following next 2 years it will be offered in districts with population less then 2 million and so on..

The biggest obstacle will be in form of mullah birgade, as all this these policies are jewish conspiracy dictated by amreeka to make muslims forget there real duty of jihaaad . Allah Hu aKbar.

How to improve heatlhcare facilities in country specially in rural areas

In big cities, the situation is relatively better. but in villages it is worse.

In one of the above posts, one fact mentioned was …

Around 118 posts of gazetted officers and 51 non-gazetted officers are lying vacant. !!”

Now my guess is that half of these jobs are of medical officers (Doctors, specialist etc). It should be kept in mind that gazetted jobs in pakistan are valued very much and one would feel lucky to get one.

Why would a Specialist doctor or GP be willing to work in a village ?

Answer is all simple and practical. If I am bright enough to get admission in medical college and have spent 5,6 years of my life studing most difficult subjects. Then I deserve to have a good and prosperous life. Which is not posible in village or small towns in pakistan.

Other big problem, many of the female qualified doctors do not practice in pakistan. and many male doctors chose other professions in search of greener pastures. Which make the situation terrible.

Sollutions…

  1. I think all medical colleges should bound the students (through contract) after graduation, they will practice for minimum years (say 5 ) and will remain engaged in this field or else their degree will be canceled. Something along the lines.

  2. Government should make doctors bound that they(those who are not willing to spend more) will spend atleast 3 months in health centres in villages in a year. They will get extra allownces. Same for specilist, surgeons that they will do their duty on roatation in district hospitals of small districts. Say one week in a month.

best thread on the site, very happy to see some youngsters like me also worried about Pakistan and to see what we can do for our country, i would suggest same thing as some 1 else did here by saying improve ourselves, if we dont take shortcuts and act like real muslims and be fair to country and people, and set an example, thats the 1st, then second i would say is help n e person in need, street, family anywhere, i have a lot of vision for Pakistan but I just need guidance, maybe some1 among us here is a great leader and and speak for everyone as i am the type of person who is behind the scenes! glad to see the thread, anything you guys need (press support) let me know!!!
