What if you want to meet up with someone who has a stopover (in Amsterdam Airport)? Can they come ‘out’ of the airport?

Want to meet up with a guppan on Monday but don't know if she can 'leave' the airport
depends where they are comin from and how long the stop-over is...friend of mine had a stop-over in frankfurt for a couple of hrs and he was allowed to leave the airport...hes a canadian citizen...all they did was had a look @ his passport, stamped somethin and that was it...

As PKC said, if you hold a US-, Canadian or EU passport, you can leave any airport in the EU + several other European countries even if you just have an hour.
I have done that myself on short tranit stays in Frankfurt and Milan.
