I dont think INDIA believes there was any hand of Pakistani government in this, but there were definitely Pakistani connection. Terrorists either came from Pakistan, or were financed in Pakistan or trained in Pakistan.
or they were born in same planet as Pakistanis were born hence the Pakistani connection :D
