Omg!!! I have the exact same issues as you. I bought this little trimmer which is made for women. I can’t shave or use cream even cuz my skin will break out as well. The people at the laser place told me before hand that the fuzz will not go away so it’s not a surprise. But it’s still annoying. I am going to try and bleach it now.
I had full body laser done and have seen amazing results. 
all those interested in laser should deff do research and see if their hair is thick enough for the laser to be effective.
