Perhaps this is the outcome of fake encounters. Tyranny and injustices by rulers which begets more violence like this one.

GUJRAT: Police claimed to have arrested on Thursday a landlord’s son who allegedly chopped off both arms of a young boy by pushing him on to a running water pumping machine in Chak Bhula village.

According to police, the accused has confessed that he had thrown the boy on to the water pump after tying his hands.

Punjab Chief Minister Shahbaz Sharif took notice of the incident and sought a report from the Gujrat police and the district administration.

According to sources, landlord Ghulam Ghous and Nasir Iqbal, the boy’s father, had a dispute over getting an electricity transformer repaired as farmlands and outhouses of their families were in the same neighbourhood.

On July 21, the landlord’s son Ghulam Mustafa, 24, allegedly pushed 10-year-old Tabassum Shahzad on a water pumping machine. The boy’s arms were severed by its petter engine.

Shahzad was taken to the Aziz Bhatti Shaheed Hospital, where he was given treatment and later sent home.

The family of the boy reported the matter to police on July 22. Police asked them to first produce a medico-legal report.

Police registered a case against Ghulam Mustafa under sections 324 and 334 of the Pakistan Penal Code on the basis of the medico-legal report.

Nasir Iqbal told police that his son was punished by the landlord’s son because of his dispute with his father.

District Police Officer Rai Ijaz Ahmad and SP Riaz Ahmad visited the crime scene to investigate the case.

The boy has been readmitted to the hospital and is now under treatment there.

^ how are 'fake encounters' or 'tyranny/injustices by ruler' come into play here? It could be more to do with landlords thinking of them as 'the Lord', 'the untouchable' culture.

question is notice tu le lya jata ha but hot khuch nhi wht about Sialkot brothers, lady who was stoned to death outside court, lady who burnt herself alive outside police station. media highlight it , gov take notice and then some new incident happens and focus is shifted.

I get shivers when I try to just imagine the pain this little boy must be in. His entire life is ruined. How can a human being be so monstrous? Who is that landlord? Have they managed to identify that beast?

So that clown always dressed up as postman - as usual - was quick to 'take notice' when media broke the news. But he would never dare change the thana culture that refused to provide this young justice by arresting the culprit. That's all he does, treat police as personal militia. Wait for a gruesome incident to be reported by the media, take personal notice and there, win publicity points for his self defined Khadim e Aala tag. After that, do nothing practical whatsoever to ensure that similar crimes do not take place again.

^Exactly what I was thinking. The kid's entire life is ruined. Umar qaid ki saza cannot compensate for the physical/emotional/mental anguish this boy has faced and will continue to face for the rest of his life. Let the landlord's son's arms be severed too so that each and everyday he feels the same pain of being severely handicapped that the boy will now go through.

^^Better option, let the Land lord should send this kid to America for full medical care for attaching artificial limbs which would function like normal arms. If he has not enough money sell his lands.Compensate the child/parents enough money so that he/parents can start a business to live useful life in future. The criminal son of landlord should be punished according prevailing laws of the country in such cases.

GUJRAT: Punjab Chief Minister Shahbaz Sharif suspended on Friday the head of a hospital and two police officials for ‘delaying’ the finalisation of a medico-legal report and registration of case against the son of a landlord, who allegedly pushed a 10-year-old boy on to a running water pumping machine, resulting in severance of his both arms.
The Gujranwala Anti-Terrorism Court handed over accused Ghulam Mustafa to police on a 10-day physical remand.
Those suspended include Medical Superintendent of the Aziz Bhatti Shaheed Hospital, Dr Tahir Naveed, Lalamusa DSP Mohammad Usman and Saddar SHO Shaukat Topa

During a visit to the hospital to inquire after the health of Tabassum, the chief minister took the officials to task. The victim’s father told him that DPO Rai Ijaz Ahmad had ensured arrested of the suspect. This brought relief to the district police chief who had earlier been punished and made ‘officer on special duty’. The chief minister withdrew the order of his suspension.
The DPO told Mr Sharif that the hospital administration had delayed the medico-legal report. He said he had inserted section 7 of the Anti-Terrorism Act in the case. The chief minister asked the IGP to further investigate the matter.
The parents of the boy complained about what they termed delaying tactics used by the hospital administration in issuing the report.
Tabassum’s father said he had to buy medicines and dressing material after the hospital refused to provide these. The boy told the chief minister that Ghulam Mustafa, the accused, had asked him to take a bath in the water being pumped out by the machine. Then he tied his arms, threw hot water of the pump on his body and pushed him onto the belt of the pump which resulted in the sudden severance of his arms.
The father of the boy showed to the chief minister the pictures of the severed arms. The mother kept wailing and said her son was a student of fifth class and wanted to get education.
Mr Sharif comforted the family and said the culprit would not be spared. He pledged to bear the expenses of the boy’s medical treatment even if he needed to be sent abroad.
He handed over a cheque for Rs1 million to the parents.
IGP Mushtaq Sukhera, RPO Saad Akhtar Bharwana, Gujranwala Commissioner Shumail Ahmad Khwaja, DCO Liaquat Ali Chattha and DPO Rai Ijaz accompanied the chief minister.
Adviser to the chief minister Khwaja Salman Rafique visited the boy in the hospital and on his orders, Tabassum was taken to a hospital in Lahore.
The leader of opposition in the Punjab Assembly, Mian Mahmoodur Rasheed, and some local PTI leaders inquired after the health of the boy.

They condemned the atrocity and blamed the Punjab government for lawlessness in the province.

They also criticised the Gujrat police and administration for being negligent. He offered financial assistance to the family on behalf of the party.

A delegation of Jamaat-i-Islami also visited the hospital and stayed with the boy for some time.

According to sources, Ghulam Mustafa’s father Ghulam Ghouse, the landlord, and Nasir Iqbal, father of the boy, were involved in a dispute over getting an electricity transformer repaired. The two families own farmlands and outhouses in the same area.

Yes, you are right in that a prosthetic arm would improve the quality of his life, but still one would feel anguish in seeing what they lost, in being reminded of the traumatic incident. And then to deal with social stigma. May Allah bless the child with a strong iman and strong confidence and will power, and strong deeni and dunyavi kamyaabi that will leave his oppressor's and his family in total awe, let him excel and leave them behind in every way. Amin.

Forced Diyat, and/or the culprit go to Dubai (the real ilaaqa ghair of pakistan - where all criminals are welcomed with open arms)

i am not lessening the severity of the crime by the perpetrator of the crime one bit...he committed a crime and a sin that is so barbaric.

there is a difference between 'copping off' someone's arms and and 'causing' the dismemberment of someone's body part. when i read the news i got the impression that the landlord's son put the boy's arms on a chopping block and hacking of his arms with a machete...in fact, he pushed him on to the water pump in anger [heat of passion] causing his arms to be severed. this can be termed voluntary [not involuntary] manslaughter and not premeditated. this is called media sensationalism.

i think he should be punished to the fullest extent of law for negligent homicide.
