where is he posted i mean which city. the stronger your references are the better (usually it terms in corruption) place/city/district you will be posted at.
CSS dont hold any more charm as it used to. the only good thing it will get u as a wife is you will get maids who will do everything.
btw, if he studied dentistry and then did his LLB and then CSS…seems like he is struggling a lot. is he a son of some bureaucrat?
