Just cordon off the area for one week and starve them. Give them a cheap death, something they deserve.
The problem is with cordoning off it gives enough time for mustering up support elsewhere and to spread propaganda and get more recruits. The cordon should act as a net and some action is needed to drive them out into the net in a short time.
