actually it can be done without sheding lot of blood. Turn off the electricity and water... and cable too. jamm all the phones and let them starve untill they come out.
once they are out... arrest them , put them in prison and impose heavy 'fine' on them...
if you kill one then 10 more will rise... u put hefty fine on them... they will not do it again...

those who want to stay out of the tax net etc. FATA gets tax concessions etc and most businessmen of the area support these goons who go against any govt. measure to assert it’s writ which may in the long run bring the area into main stream.

The problem is with cordoning off it gives enough time for mustering up support elsewhere and to spread propaganda and get more recruits. The cordon should act as a net and some action is needed to drive them out into the net in a short time.
