aftermath, the problem is everything in Pakistan is done on ad hoc basis. there are may be procedures written in rule books but no one is trained and applied practically how to deal with procedures in such and such conditions.
normally hospital who carried out the autopsy etc, will be responsible for this, then again if charities like edhi or chippa or not there, hospital will not have stock of plain cloth which they should have as normal procedure. thats when ad hocism kicks in, if somebody there to make some effort and arrange by making calls or asking someone or make it happen by himself then everything will be fine.

shahbaz shareef is following wrong appraoch, he is one CM for whole punjab, he shouldnt and he cant ntervene in local administration levels. things works when systems works not by some patchy pressure thug style administration.
rescue 1122 works well cause they work under a system and have set procedures. and they have done wonders.
