If your method of hair removal consists of pulling hair from their roots (waxing, threading, plucking, using epilator).......then over time.....the roots become weaker and either the hair will start growing more finer (lighter) OR it can stop growing.
If you wax your facial hair, please keep in mind that waxing removes the top layer of your skin. This causes your skin to become more sensitive to the sun (leading to possible hyperpigmentation and wrinkles). SO.....after waxing, apply a good sunscreen 15-30 minutes prior to going out during the day time. Also, keep in mind to wear sunscreen during cloudy days as well because 80% of the sun's rays are still emitted.
There are also dermatologist prescribed creams which eventually put an end to facial hair growth. You can look into that and other alternative treatments (laser, etc).
