What is a person to do if the extreme desire to attend masjid is present, but the distance is no less than a 20-25 minutes drive to the masjid? Does congregational prayer at home with family members also count?

This is what I am told that a man if living far away from Masjid has only his wife (no other man in house), he can lead her in the salaat. Wallaho-aalam.
One should try to live as near as possible to a Masjid, to atleast attend one salat a day or all of the after hours if Masjid is really very close. IMO.
If can't live near masjid, then should talk to the Muslims in the area and get a space in a plaza and turn it into a Musallah (no Jumma, just 5 times prayers). A lot of people have done it, its a low cost solution and very managable.
Also, if this cannot be done, then someone with a basement with walk out enterance can dedicate the space if there are Muslim families in the neighbourhood who can walk up to his house for Asar, Maghrib, Isha and Fajr, the one when man of the house is home.

You may spear a room or a space near your home or in the house so that you can hold congregation salath there + there is a great reward as mentioned in below hadith:
Sahih Bukhari Book 8 Hadith No. 450:
Narrated 'Ubaidullah Al-Khaulani: I heard Uthman bin Affan saying, when people argued too much about his intention to reconstruct the mosque of Allah’s Apostle, "You have talked too much. I heard the Prophet
saying, ‘Whoever built a mosque, (Bukair thought that `Asim, another sub-narrator, added, “Intending Allah’s Pleasure”), Allah would build for him a similar place in Paradise.’ "
