Give credit to Baluchistan as PTI did drag its feet on LG polls. For a Democratic Party, Imran does run it like a dictatorship per his cricket days. One example is the dissolving of the internal rigging commission of PTI.

I have given money to his hospital in the past, but I have decided never to give any funds to PTI. Hopefully, Shaukat khanum funds are never diverted to PTI!

You are right about Balochistan but not sure how Imran’s so called dictatorship has delayed LB polls? They were delayed due to issues with ECP (By the way the dictator captain is praised as one of our best ever captains). All elected bodies have been dissolved based on commission recommendations?

It’s your decision not to donate money to Shaukat Khanum due to political differences but he is without a doubt doing tremendous job running hospital and party independently, i contribute to SK hospital and PTI separately.

The operation in nwa would have had an impact, but the provincial government has also tried to free up the police force from politicisation. At the end of the day civilian law enforcers need to be strengthened, it’s not the armys duty to protect people within the country.

In earnest it was Ecp which was dragging its feet, if I am not wrong kpk being smaller province would have almost double the number of local government members than Punjab. Kpk government did want to go ahead with polls through biometric system, after wasting a lot of time Ecp refused. Now they don’t know want to use the technology in the next elections as well.

The way SKMH has managed to sustain itself all those years as the first ever non government cancer hospital in Pakistan and the standards of service the hospital provides, it is incredibly hard to imagine that its funds are being used on the party! Remember during dharna days, on Imran’s one call, overseas Pakistanis managed to raised over 5 crore rupees within a week to fund the long march. That’s extremely remarkable. SKMH gets awful lot of funds in the face of zakaat from overseas Pakistanis, but do not underestimate overseas Pakistanis contributions to the party as well. I have seen PTI easily collecting £10,000 from a small town in a single fundraising dinner. I have seen British Pakistani businessmen donating British pounds in thousands to PTI. Do not underestimate the appeal of Imran’s squeaky clean record and overseas Pakistanis’ desire to see a prosperous and lawful Pakistan.

There’s a reason why some shady factory owners, businessmen and rural landowners support PMLN as having friends in political circles helps getting quick ‘favours’ and in most cases, avoiding the rules all together. But Imran’s simple message to professional and educated overseas Pakistanis that none of you would mind calling Pakistan a home once again if you get the same level of everyday justice and security that you get in your host countries.

All the political contempt aside, one has to admit that within three years of governance, PTI managed to make the despair ridden warn torn province - KPK, compete with country’s most naturally prosperous and wealthy province - Punjab. All eyes are on KPK to rise and shine - I cannot describe how this simple change in expectation boosted morale of the local population and belief in their own self. Unlike Punjab, KPK is not the home to country’s wealthiest elite, affluent and urban middle class. It is largely a rural and working class province. But despite the socioeconomic difference and war damages and tribal culture, KPK is going forward.

The mere fact that KPK is actually competing with Punjab just shows how remarkably PTI had managed to change the whole game. Why we had never seen Sindh in direct competition with Punjab in terms of development despite the nationalistic and proud sons of soil PPP feudal Lords ruling the province for decades? If anything, apart from Karachi, the whole of Sindh resembles a giant village. A deserted African colony. Absolutely zero development and progress there for such a long time.

I am talking about his dissolving of the rigging commission for awards of seats within PTI. Someone posted imran’s interview to his wife here and he mentioned that all promises / reforms are null unless people are punished for their transgressions in the rigging in 2013. Imran makes us to believe that we should vote PTI because of him, but what if more corrupt people end up on PTI ticket again and then Imran would (rightly) say that he can’t control everyone’s iman. Why doesn’t he allow the process to be more stringent to not allow corrupt lotas or newcomers in the first place?

It was a side note for me as I am happy that violence is down be it due to army or the very efficient police in KP. I think the bigger question will be if KP can capitalize on it to set up industries there and then use that money to further invest in vocational schools as Imran promised in his campaign.

Heck, maybe Imran should use his good offices to get others if not America to invest in the ‘duty free industrial zones’ that were supposed to be established after 9/11 to defeat terrorism. I don’t think that there is a constitution limit barring provinces to work on trade and investment, is there?

As for elections, aren’t nadra cards with the thumb impressions on ballots biometric enough? After all, it was the thumb impressions that allowed the pandora box of rigging to open in the first place.

the whole election process needs reform, what can one do about people who sell
their votes? Or whose ID cards are connected before polls? Ballot stuffing and bags swapping can be reduced using biometrics.

According to one PTI MPA, Imran Khan once called him to come to airport and once he reached there, he asked for Rs500 which he had to give it to airport staff who had assisted him. He had a briefcase full of money in his hand, when he was asked why couldn’t he take Rs500 out he said i can’t touch this money as it has Shaukat Khanum donations.
And this person is blamed for using SKMH funds for politics? People don’t understand that thousands of overseas Pakistanis alone donate millions of dollars every year to his party (as well as hospital) because of his honesty and integrity and he has never let people down. Our nation is not used to such honest people and obviously doubt him just like we do Sharifs or Zardaris and always want to bring him to level of Zardari/Sharifs rather than hoping for their leaders to change.

Mixed results in kp. Inexperience and petty corruption of the provincial leadership hasn’t helped. Generally some definite modest improvements but nothing compared to the promises made.

****KARACHI: **Pakistan Tehreek-e-Insaf (PTI) led Khyber-Pakhtunkhwa (K-P) Assembly outperformed any other provincial assembly in the country during parliamentary year 2014-15, scoring 44 per cent for its overall performance on a Comparative Score Card compiled by Pakistan Institute of Legislative Development and Transparency (PILDAT).

The report did not include performance of Gilgit-Baltistan assembly.

The K-P assembly was closely followed by the provincial assemblies of Sindh and Punjab, who share second spot with a score of 42% each. Balochistan was the weakest, as it scored just 39%.

In terms of number of government bills passed, Sindh outdid the other three provincial assemblies with 41 bills passed this year. Even so, this number was down by 14% from last year.

K-P Assembly, however, showed the greatest improvement for year-on-year it government bills, passing 37 bills this year, compared to 28 in 2013-14, with an increase of 32%.

Punjab Assembly too passed 37 government bills this year, but it only had a year-on-year improvement of around 19%.

Meanwhile the Balochistan Assembly lagged far behind the other three assemblies as it passed just 16 government bills this year, 36% less than the previous year. It also scored the lowest on the legislative performance ladder, with the score of just 38%.

The K-P Assembly took lead in the private members’ bills category, which stood at five for the 2014-15, followed by four in Sindh.

Provincial assemblies of both Balochistan and Punjab failed to pass a single private members’ bill.

According to the PILDAT scorecard, the K-P Assembly scored 45% on Legislative Capacity followed by Punjab and Sindh with scores of 44% and 43%, respectively.

Balochistan was again last with a score of just 38%.

With regards to the total number of actual sittings of the Provincial Assemblies for parliamentary year 2014-15, the K-P Assembly again took the lead with 133 sittings, followed by Sindh and Punjab with 63 and 62 sittings, respectively.

The Balochistan assembly only met for 47 sittings this year.

In terms of average working hours per each sitting for the second parliamentary year of the assemblies, Sindh Assembly led with an average of 3.1 hours per sitting, followed by Punjab Assembly with an average of 2.63 hours per sitting while the provincial
Assembly of K-P was third with an average of two hours per sitting.

Balochistan Assembly’s performance was the weakest for this parameter with the average of just 1.57 hours spent per sitting.

Interestingly, the provincial Assembly of Balochistan fared best among all the provincial assemblies with average attendance, which stood at 32.73 per sitting, which translates into 50% of the total members of the assembly. Sindh Assembly stood second with an average peak attendance of 74.36 per sitting (45% of the total membership).

Meanwhile attendance in Punjab was lowest at an average of 84.12 peak attendance (23% of total membership).

Chief Minister Balochistan Dr Abdul Malik Baloch could be credited for Balochistan Assembly taking lead in the average peak attendance parameter since he regularly attends the Assembly. At 70% attendance, Baloch scored highest amongst all the chief ministers for attending assembly sittings. Qaim Ali Shah of Sindh was second on the list, having attended 44% of 63 Sindh Assembly sittings in 2014-15. K-P CM Pervez Khattak was present in only 19% of assembly sittings.

For the second consecutive year, Punjab Chief Minister was the worst performer in this regard, attending just one of Punjab assembly’s 62 sittings.

Although all the provincial assemblies were marred by delays in starting the daily proceedings, the Punjab Assembly was the worst with a delay of approximately 71.50 minutes per sitting. Meanwhile, Sindh and Balochistan saw average delays of 54.48 minutes and 49.27 minutes per sitting respectively.

Provincial assemblies of K-P and Sindh scored the highest on Transparency and Accessibility*, *with both receiving scores of 45%, followed by Punjab who received a marginally lower score of 44%. The Balochistan Assembly received the lowest score in this parameter with just 41%.

For the second year running, members of Punjab Assembly submitted the highest numbers of questions with a total of 2,554 questions submitted. The government responded to 45% of the questions asked. MPAs in Sindh submitted 1,558 Questions, of which 36% were answered by the government.

The high number of questions from both assemblies reflects the engagement of the members in debating subjects.

In comparison, members of Balochistan assembly asked merely 57 questions, of which 95% were answered.

Meanwhile, the K-P government, who have championed the right to information law to boost transparency, responded to only 23% of the 826 questions asked by MPAs.

Just like the National Assembly, the provincial assemblies barely bothered to go through the motions of passing the budget, with no sign of reform allowing MPAs to scrutinise and debate budget proposals in detail. A total of 10 working days were spent on budget sessions in Punjab Assembly, with an average of 3.13 hours per sitting.

Provincial assemblies of Sindh and Balochistan met for only eight days each to discuss the budget, spending approximately 3.24 and 2.25 hours per sitting respectively. The

K-P Assembly met for only nine days with an average of two working hours per sitting.

Although the Standing Committees of K-P, the Punjab, and Sindh Assemblies had been formed within the first year, the Provincial Assembly of Balochistan continued to delay appointments of Standing Committees Chairpersons, which would allow the committees to become functional.

It must also be noted that the Balochistan Assembly had the dubious distinction of not forming any committees in its previous term as well.

The K-P Assembly received a 43% score for Effectiveness of Parliamentary Oversight over the Executive, followed by Punjab with a score of 39%. Sindh Assembly scored 37%, while Balochistan came last with the score of 35%.

The Provincial Assembly of Sindh received the highest score of 55% on Representativeness. The Punjab and Khyber-Pakhtunkhwa Assemblies come in second with scores of 53%, while Balochistan lagged behind with a score of 50%.

Free lunch: Govt to initiate school feeding programme - The Express Tribune

****PESHAWAR: The Khyber-Pakhtunkhwa government’s School Feeding Programme will begin in the upcoming fiscal year, 2015-16. Schoolchildren across the province will be provided with free nutritious meals.

New schools, old repairs

Discussing various projects which are on the cards, the official said 150 new primary schools and 500 information technology laboratories at higher secondary and high schools would be constructed.

“Hundred secondary schools will also be established,” he said. The official said Rs1.5 billion has been allocated for the procurement of desks, tables and chairs.
He said a public-private partnership model for current government schools was also under consideration. “Five high schools in various districts will be run under the model on a test basis.”

Higher education**

“Management science colleges for girls and boys will be constructed in Swabi and Upper Dir respectively,” he said. Similar institutions will also be set up in Charsadda and Buner. A University of Engineering and Technology campus will be opened in Upper Dir while a university for women was being planned for Mardan.

According to these plans, Hazara University, Havelian Campus would be granted the status of a full university and public libraries would be constructed across the province at a cost of Rs80 million.

Doctors Call off strike in LRH Peshawar after negotiations between Govt. officials and Doctors. 2 Culprits arrested.
This is called Good Governance unlike Punjab where Doctors do strikes for months and nothing happens.
