KPI = key performance indicators - these are metrics that are formulated and utilized to measure an organization's performance against certain criteria to ascertain whether the organization is meeting its goals.

I'm not sure what you mean by "procedure" because this would vary according to the needs and context of the process(es) being measured. The Balanced Scorecard Approach is the most common framework that's used for formulating and evaluating KPIs.
