Kidney Transplant Law Of Pakistan

I came across this video of a 47 year old famous legendary Pakistani comedian and the king of Punjabi stage, late Ayub Akhtar a.ka. Babu Baral. Before his death ‘Babu bara’ requested to the Govt., of Pakistan to amend the law of Pakistan for ‘Kidney Transplant’. What actually I want to discuss here that few years back, a survey report brought into public that the majority of Arabs (as I live in Arab country) visit Pakistan for transplant of kidney, means they buy kidney locally (within Pakistan) and transplant it.

If the law of Pakistan says that the kidney transplant is allowed only when the donor is a relative then how come non-Pakistani allowed for transplant?
