Apke kahne ka matlab ye hai ki khula dimag wo jiske darwaje khule hon aur khule dimag wala banda/bandi wo jo apne stand par rahte hue saamne wale ki baat sune-samjhe chahe wo baat use bilkul nagawaar ho, ab kya isme yah bhi shamil hai ki galat saabit hone par apna mat badle/sudhaar kare?
Suppose the boss listens all proposed ideas and thinks about them but unwilling for any change in the process as he thinks that this would cost the company dearly and could become jee ka janjaal if turns out to be a fiasco then what would the boss be called?
Mane sun raha hai, samajh raha hai but maan ni raha, aise shakhsh ko aap kya kahenge?
Suppose there are two guppies, A and B respectively.
A is open to listening opposite views and thinks about them, is open to change own stance.
B is open to listening opposite views, thinks about them but not open to change his/her stance.
A listens as well as accepts and B listens but not accepts. Who is open minded here?
moderate I think is a relative term as you said.

Both are ‘open-minded’, open-mindedness is about obtaining information and be willing to hear counter views and suggestions and then comprehending/thinking/analyzing that information. Both listened and analyzed but came to different conclusions, so ‘technically’ both people are open-minded.
