What do you mean by “khula dimag” and “khule dimag wala/wali” ?
How do you know your dimag is khula or not?

Good question…I think its one of those things that means different things to different people. Like how “Moderate” someone is, different definitions of what is considered moderate but everyone just uses the term willy-nilly because they think they are “moderate”. Only way to really determine that is a survey/study but no one is really going to spend the time and energy of what is considered “moderate” in the Muslim world.
In general it would be someone who is “willing to listen to other people and consider new ideas, suggestions, and opinions.” as webster/cambridge or whatever dictionary you subscribe to defines it. But in talking to people, I think it really means that your not judgmental and or open about choices that a person makes, even if you don’t like it. As well as the ability to try and be open to different various prejudices, opinions..ways of life.
One example of this was I was talking to a girl for Ristha purposes and she said before hand that she was looking for a guy who was open minded. Later after speaking with her for a while, I learned that she smoked weed and dated around. Pretty much she was looking for someone to be okay with that fact about her. That’s her definition of “open minded”. Nothing wrong with that..but I was looking for something else. I was open minded in the fact that I understood why she did was she did and didn’t judge her for it. But I was closed minded in accepting her for it.
A work example could be that you have an idea that could make the work load easier and more efficient but your boss doesn’t like it because its a change to the process and how its been done for several years at the company. He’s not open minded to new ideas.
Now a days when someone says they are looking for someone whose “Open-minded”…I assume they have issue which is a point of contention for them. And are just looking for someone to accept them for who they are. But of course context is everything.

Apke kahne ka matlab ye hai ki khula dimag wo jiske darwaje khule hon aur khule dimag wala banda/bandi wo jo apne stand par rahte hue saamne wale ki baat sune-samjhe chahe wo baat use bilkul nagawaar ho, ab kya isme yah bhi shamil hai ki galat saabit hone par apna mat badle/sudhaar kare?
Suppose the boss listens all proposed ideas and thinks about them but unwilling for any change in the process as he thinks that this would cost the company dearly and could become jee ka janjaal if turns out to be a fiasco then what would the boss be called?
Mane sun raha hai, samajh raha hai but maan ni raha, aise shakhsh ko aap kya kahenge?
Suppose there are two guppies, A and B respectively.
A is open to listening opposite views and thinks about them, is open to change own stance.
B is open to listening opposite views, thinks about them but not open to change his/her stance.
A listens as well as accepts and B listens but not accepts. Who is open minded here?
moderate I think is a relative term as you said.

Both are ‘open-minded’, open-mindedness is about obtaining information and be willing to hear counter views and suggestions and then comprehending/thinking/analyzing that information. Both listened and analyzed but came to different conclusions, so ‘technically’ both people are open-minded.
