This statement can be better phrased as this:
'Every prophet came to establish justice on Earth. His aim was also to establish justice with his own people but he was not successful, due to the followers. The same is the position of the Seal of the Prophets who came to reform human society and establish justice on the entire Earth but could not achieve this during his lifetime, hence provided the mechanism of shari'ah whereby this can be done.' (Ittihad wa-yak-jihati:15)
