Privacy act only applies if u are are spying on a computer that is owned by someone else.
If parents own computer & verbally (even only) once tell their kids not to visit any site (specific or specific catagory) & they find the children breaching it ... they can stop them from using computer al-together. But if 17 year old own the computer & parents put a spy software then its a different matter.
