KESC is shifting electric meters from within the premises to outside of houses mostly hanged with electric poles or outside walls. Has this reduced the electricity revenue losses or thefts? Certainly not. If at any time revenue losses electricity theft through figure work is shown less then when the new head of corporation or new government comes it proves previous figures were wrong and that only now with their new arrival first time situation has improved. It is beyond any doubt that major portion of electricity theft is industrial and secondly kunda system. Industrial theft is only with active participation. Kunda system is more spreading in as much as government departments are now using kunda system eg. Garden West Karachi Police Headquarters Residential Colony, Garden West Officers Flats. It is a major complaint that these new meters are running fast. What fast? Nobody knows but people rightly feel so when with change of meters all of a sudden their bills come with heavy amounts. One or two percent residential consumers might had been sharing this electricity theft that too paying “yearly” to concerned people. So it means cries of the majority over increased bills are genuine. But very strange is none of all these mush room “private companies” like consumers society, concerned citizens associations, human rights, reformed souls, Asma Jehangir, Shehris, Consumers net work etc has taken before the proper forum like Supreme Court of Pakistan under Public Petitions the real issues namely (i) what is the international speed fixed for running of electricity meter (ii) are these meters installed by KESC according to that standard (iii) when these meters are installed outside the premises under universal principle of natural justice why should be a consumer responsible if such a meter gets burnt due to rain or due to any reason including harsh weather conditions records less electricity (iv) why should mal functioning of such a meter should be blamed on consumer whereas it was purchased by KESC and is under manufacturer’s guarantee. It appears these ”private companies” whose main income is donations mostly from abroad only deal with such matters which are political in nature and bring fame or good personal relations to executives of these companies, otherwise real public interest issues like above four are no concern of them. Uniform is more important rather than people being looted by KESC or people being electoured when current passes in poles or walls during rain.
