I proposed that a few days ago. There is no way that a house is habitable after being soaked for a week in fetid water. Bring in about a billion yards of fill a la Holland, install new infrastructure, and raise the level 12 feet. Would take five years to do it, but the city of NO might be one hell of a lot nicer and safer than it was before.
And just for the record, NO always vied for the title of “Murder Capital of America” with New York in terms of the total number of annual murders. New York has eight million residents, NO a half million. Maybe God has had enough murder…
