I proposed that a few days ago. There is no way that a house is habitable after being soaked for a week in fetid water. Bring in about a billion yards of fill a la Holland, install new infrastructure, and raise the level 12 feet. Would take five years to do it, but the city of NO might be one hell of a lot nicer and safer than it was before.
And just for the record, NO always vied for the title of “Murder Capital of America” with New York in terms of the total number of annual murders. New York has eight million residents, NO a half million. Maybe God has had enough murder…

I really dont understand how they can live in that city as is, there are some structures that are destroyed, others that may have suffered severe structural damage that we dont know about, and yet others which may be fine structurally but could have massive issues with mold and what nots. Does it not make sense to do exactly what Kaleem and OG said..demolish atleast the worst hit areas and rebuild after raising the level of the place.( I think we can send waste from NYC and then build the city on top of teh land fill j/k)

Fraudz, a couple of days ago I proposed the US Treasury selling “Phoenix” bonds with a a slightly higher interest rate to fund the purchase of the land by the city from its current owners. Then level it, reinstall utilities, drainage, improved levies, and then do a planned city like Reston Va. Sell parcels to developers, and set aside areas for low income housing, openspace, schools, community centers etc.
There is a branch of architecture called urban macro-engineering. This would be the worlds largest project of its type. A few years ago i met a guy named Frank P Davidson, one of the designers of the Chunnel. Here is the agenda for his 2005 conference, which oddly enough focues on rebuilding.

He has put forward some very innovative projects such as the expansion of Gaza into the Med much like the Netherlands to give the Palestianians more workable land.

OG it appears rational thinking does not always find listeners. I am all for emotional attachement and what nots, but living in a safe healthy place takes priority. what has happened in NO once can happen again, lets not just sort out the problem with the levies and damsand make them stronger but have teh city be in such a state that its not totally destroyed if something like this happens.
I assure you when the place is drained, if they apply the same rules the apply elsewhere a huge portion of the place would be considered condemned.

Some people that dont want to leave are in the mindset that the flood waters will drain in a few days and they may be able to retain whatever property they have in their houses. They are prolly not aware of warnings from CDC etc about the spread of infectious diseases. There is a clear lack of communication. They are cut off, cos there is no power in the city, they cant see or hear what we see on TV/Radio.

Nothing like this has ever happened, both the effected people and the public are having a hard time with the scope and magnitude of the problem. A huge portion of the housing stock is ruined, and not fit for habitation. The Government has not coped with the announcement of this yet, but at some point when the water is drained they will call in a bunch of experts to examine the remaining structures and condemn them. I think they are worried about the psychological effect this will have on the dispaced folks, but it is pretty obvious.
