The Jan Commission report implicates J&K Police officers (not all Muslim, BTW) of tampering with evidence in the cover-up **following the rape/murder of Neelofar and Asiya. The commission further accused the government of interfering with its work, and preventingthem from identifying the rapists/murders. Given the police involvement in the cover-up, the Commission reported that the **could not rule out police involvement in the murders themselves...a far cry from "implicating" the police in the muders.
It's not that I consider J&K state police particularly admirable or worth defending...they are, after all, just another instutution of the occupation government. They also encompass several forces, like the SOG (Special Operations Group), Counter-Intelligence operations, etc that are almost exclusively comprised of non-Kashmiris and Indian government sponsored Ikhwani terrorists. I just wanted to point out the ridiculous verbal gymnastics of the hindian media.
So are you indirectly saying that not all Kashmiri Muslims are acting against India and some of them are actually doing India's bidding.
