Actually Mirch DD is right on two counts. One PIA made a code-sharing deal with Turkish Airlines in April. I lost out on 2 flights from Afghanistan due to the strike that was held country wide by PIA employees for 4 days. Additionally Etihad and Emirates have been asking for years to be able to fly in other cities of Pakistan. So far the Government of Pakistan has refused as PIA would lose out on customers. Feel free to google it.
Secondly Pakistan has officially extended an invitation to the Chinese to: 1. Build and manage the Gwadar port. 2. Base their navy there. It has been agreed that to ensure China has a blue water navy, they should have a port in the Indian Ocean. The US government has also made official statements on this matter.
