If you're going to limit the opportunities for people living inside a city, and expand them for outsiders, then that's not fair.
By the way, I know you were quite irked at my statements earlier, and let me say this: I am not a Mohajir, so no need to go around throwing insults around. I'm a memon by ethnicity, and I've had a few ancestral generations working in Karachi pre-partition.
If you want to provide people opportunities and promote diversity, if anything, there needs to be quota systems in all the other cities of Pakistan. Karachi has always been diverse, even before pre-partition.
Why punish people in another city, when all you had to do was create more jobs in the rest of the country? What happened as a result? People who grew up in Karachi and were schooled there lost job opportunities - the city's poverty situation got way worse - karachi experienced a brain drain since karachi's people had to leave the country to find jobs (since development wasn't done uniformly in Pakistan) - the rich and afluent Punjabi families got a chance to send their kids to schools in Karachi and jobs in Karachi. The non-karachittes who took government jobs showed no sense of love for the city, because they never grew up there! Can't blame them for missing "apna L'ore"
Where has that left us?
The country is a mess. If the quota system was remotely effective, you would have seen its positive effects. It only benefitted the Punjabis (other ethnicities from other provinces really couldn't take advantage of it, since seats were fewer in number, and the support and transport just wasn't there), and left Sindhis at a major disadvantage.
Now what do you have? Do you have a quota system in Lahore or Islamabad or other blossoming cities, to balance it all out? No.
You can't have flow going one way - its bound to leave one area full and the other barren.
I am really irked at the replies. You want the I'm a Mohajir, I'm a Punjabi, I'm a Balochi crap mentality to go, then open up the Punjabi doors for non-Punjabis to enter cities like Lahore and really take advantage. How about putting up a quota system in Lahore that x number of civic positions go to Sindhis or memons? The only major minority in Lahore is Mohajirs/Urdu-speaking people. Other than that, it still a heavily dominated Punjabi city. Same goes for Islamabad, the CAPITOL city, for crying out loud.
