He is absolutely right. Why Karachi has 13 bosses is beyond me. I like Mustafa Kamal very much, because of his straight-forward attitude. It is shocking to know that City Nazim has jurisdiction of only 36% of the city!

KARACHI, Aug 2: Criticising the control of multiple civic agencies over Karachi, Nazim Mustafa Kamal stressed the need for single-body management of the municipal affairs of the city.
Speaking at the “Meet the Press” programme of the Karachi Press Club on Thursday, the nazim made it clear that the administration of any city in the world could not be run by 13 heads of civic agencies.
“The city government controls only 36 per cent of Karachi. But people are under the impression that the city nazim is responsible for the whole city. Karachi is the only city in the world where 13 agencies are responsible for civic issues. This city cannot be run by 13 bosses,” he said.
The nazim said the city government supplied water at source to the 13 agencies, which were also land-controlling authorities. It treated their sewage before it flowed into sea while all the garbage collected from these areas was dumped at the city government’s landfills, he said.

I am not much of Altaf-supporter either. But I am wondering why is Karachi divided in 13 parts?
There are some weird stuff about Karachi which just doesn't make sense. Another example is Quota system in government jobs, you know, Sindh Rural/Sindh Urban division. Such a division does not exist anywhere else in Pakistan.

Its easier to manage localized areas than the entire city....Toronto was like Karachi until 1998 when the Ontario government merged all the boroughs of Toronto

Because the way its set up in Canada. Taxes, especially property taxes are used to run the boroughs.
The problem is that some areas of Toronto are more valuable than others and thus the amount of taxes collected was uneven. For example, a ghetto area of Toronto like Scarborough has low property value and thus it generates less revenue in property tax where as a rich area like York generates more property tax revenue.
By merging the boroughs into Toronto, all the collected revenue can be used more effectively in areas where there are problems. So money is distributed more effectively.
As for Karachi, I am not really sure what the set up is there. What kind of infrastructure, tax, services they have got going there.
So I am really not sure.
But in regards to Toronto, thats why they merged it.
Because they didn't want Toronto to turn into New York. Where you have the well off borough of Manhattan and the ghetto area of Bronx.

Well, Karachi should be run by single administration for all the reasons Toronto boroughs were merged.

This is the kind of debate Mustafa Kamal is trying to initiate. He has questions, and someone should explain to him why 13 bosses for Karachi is good for Karachiites.
As Nazim said, other bosses are not doing their job right, and blame is put on Nazim.
I am trying to find who those 13 bosses are that he refers to?! DHA may be one...

Regardless of political glitches and opinions, this Mustafa Kamal dude has done for Karachi what perhaps nobody had even thought of since Charles Napier.
Just one example among many. Take a look at Lalu Khet today; seems as if the main roads there were cut and new fresh ones pasted by a click of the mouse. And what effects that has had on Karachi is known by all who've been around in Khi since.
Plus his ranting abt 13 bosses is true.
And a surprising fact. Rains last week created havoc yet again, roads broke down, flooded, cars wrecked, electricity went out, roofs collapsed, in total 20 died. Within 48hours the Karachi under Mustafa Kamal was dry, roads being re rolled, water being sucked, electric wires broken repaired etc.
Unfortunately the allegedly posh, high profile, well-maintained DHA is still flooded not just on main roads but way down to back streets, peoples homes and gates are still flooded in some phases. The road to Seaview had to be dug up to drain the water from streets into the sea.

well I think Mustafa Kamal was referning to Armed forces colonies , i dont think they let city Govt to do any thing in their jurisdiction !
But these armed forces areas are within Karachi's limits - Faisal Cant Board comprises many areas of Gulistan-e-Johar, DHA is controlled by DHA, many parts of Clifton are run by Clifton Cant Board, Masroor Cantt Board etc.

^^ nice way to refrain himself from his duties..if he can handle only 36 % ..better for him..to leave this place for a person ..who takes ful responsibility of karachi...
