It shows two aspect:
- Either these terrorists are running out of money or
- They have a new plan to stop the supply to cross border!
If I remember correctly few months ago (or probably last year) Karachi police caught few "militants" who admitted they were ordered to collect money (bank robberies, dacoities) for the "jihaad".
