The Manchar Lake that you speak of lies around a flatland. In fact there are is no hilly terrain around that area where the Indus is flowing to create a flow or dynamics to support a dam to produce electricity.
The feasibility for the Kalabagh dam proposed site was done by our as well as international experts/engineers.

I don’t know how much Sindh government is involved in dumping saline and brackish water into Manchar Lake through RBOD. If original project suggested RBOD should fall in the lake then Sindh government is 100% involved in this f@uckup. and should be taken up to task. But the report says otherwise. Perhaps original disposal of saline water from RBOD was different. Therefore the new Rs. 80 billions project of freshwater from Khirthar mountain range and RBOD II were suggested.
