Justice system and law enforcement in Pakistan

Our focus of late has been on highest judiciary whilst the commons have to face the judiciary at lower levels.

Can anyone tell me about judiciary at lower levels? Like the one that deals with ticket violations, domestic/family disputes, accidents, corruption, dacoities etc.

Has anything changed after the “Nazim” system introduction?

On my last visit I met one of my friends who became “naib-nazim” and he told me that his post has authority of resolving domestic issues, is it true? If so, what kind of issues are they allowed to resolve? I don’t think those people are trained for “legal” issues.

Also, on my last visit traffic police was found focussing more on bigger fish (mini-bus, coach etc.) and less harassment of commons (bikes, rickshaws etc), I was told that the commission ratio has been changed in favor of traffic police as incentive (which is good in my opinion, as it “halalifies” their salary :D). Has anything changed for crime police (desi anda? :D)

Seems like people are more interested in 'top-level' politics/judiciary/media etc, just like politicians no one cares about commons?
