Well, they have 2/3 majority in NA (PPP + PMLN)
And they also have 2/3 majority in Senate if they throw some bones to ANP and Independents. 
If they want judge than they can even bring in Rafiq Tarar as EC … no problem. Rafiq Tarar is obedient servant of Nawaz.
If they want to, than they can even appoint notoriously corrupt judge, Iftikhar Chaudhry as EC … though it is possible that PPP may not accept him.
