There is justified war or actions in all countries and their laws. Just like there is a justifiable homicide.
The main reason Tibet is lost to China is mainly because of the non-combatant nature of Buddhists there. Once has to fight to safeguard ones family, property, country and freedom OR one loses to hostile elements from other areas.
