The tree of silence bears the fruit of peace :) personally bhi I have often regretted my speech, never my silence, mostly I feel kay uss time agar me na hi bolti to acha tha. For me if someone doesn't care about his dignity as human then I shouldn't act like him/her, and results jo bhi hon but I never regret my silence. But if something important is going on then you should break your silence and say whatever you want in a good but solid manner.

It's easier to be vocal than silent. Sometimes better to be stronger and silent, causes more problems if u say something u regret. I am only beginning to understand the power of silence in recent years. Must be a growing up thing.
