I agree with largely technocrats (people who are experts in their respective fields and who know what they are doing) as Federal Ministers. In the US administration, some of the secretaries of state are technocrats rather than politicians

A Presidential system will also minimise corruption

Unfortunately if Pakistan deploys that kind of system and President like Zardari comes at top, we will see clones of Rahman Malik occupying all ministries.
