I think looking after parents is really really important, Jannah is at the feet of our mothers after all.
I think the best situation would be the parents staying with one of their sons and his family. The other children can have their own homes. It doesnt matter if they can look after themselves or not, they are our parents they didnt stop looking after us as soon as we reached puberty so why should we only look after them when their half dead anyhow.
If the parents have only daughters (or irresponsible sons) then the daughters should find a guy who would be willing to help look after them.
The last thing we as muslims would want to see, would be a large number of old peoples homes opening up.
i dont think there is a specific verse, there might be i dont kno w but i have heard that it is the youngsters farz to take care of their parents as they grow old.

Is there any hadith, quranic verse, lecture by a muslim scholar, etc that advocates one system over the other or that mandates one system over the other?**

No nothing like that but islam rather gives rights and duties to individuals that everyone has to fulfil. For example, father, mother, wife, kids, neighbours all have some rights over you.
