Several years ago at the campus only. Nothing really came out of it. Now that I am hiring manager, when I am trying to fill out a position, HR generally chalks up some resume they collected from various job fairs so at least some one does keep track.

Yes HR definitely has to track applications . I believe job fairs help more at the graduation level or entry level positions . Quite keen on finding feedback from someone who may have gone through job fairs and found success.
