I recall a story shortly after 9/11 about a group of men in NYC who were taken into custody (as suspects) because they were seen celebrating the WTC attacks. It turned out that they were Israeli.
Some conspiracy freaks saw this as evidence of an Israeli 9/11 conspiracy. That may be what you're thinking of.
I assumed they were celebrating because they recognized that the US would now become a much more committed ally in their conflict.
