why was ‘Dome of the Rock’ built on or near former Temple site, when Muslim Caliph is reportedly avoid to offer prayers in church by saying that Muslims might built a mosque where I pray?

Ironically, to build the Dome of the Rock, the Umayyads demolished the Church of St Cyril and St John that the Byzantines had built over the Temple ruins.
