I hold no brief for Modi and wish dearly that he had been defeated in the elections.
But his crime was that of omission, not commission. He did not take effective steps to control the riots when he had the power to do so; The charges against him is not that he was involved in the riots.
In most countries, the laws see these two on entirely different levels.
The issue is not just that Dawood has been (allegedly) given sancturay in Pakistan. There are many that are there, inluding from India's point of view, the list on the 20 that was given a few years ago. The difference is that Dawood has an interpol red alert against him,and Pakistan, being a signatory, is bound to deliver him. It is not just India that want's him.
That's why none of the politicians/ administrators in power attended the reception.
Having said that, nobody is accusing his daughter of anything. (If one were to split hairs - and I don't know if she still owns an Indian passport - she is legally bound to inform the government of his whereabouts is she knows it).
Incidentally, no democracy can use one citizen as a bait to catch a criminal, and that is the way it should be. The LTTE's Prabhakaran has an arrest warrant against him in India and a court conviction, but his mother was left untouched in India.
