This is why the old British system was the best form of justice. If you committed a crime, you were deported to live the rest of your life in the American colonies.

After US independence, criminals were deported to Australia instead.

Such a system permanently removed criminals from society.

and planted them in another society.

having jails is a good idea, there should be an effective administrative authority, surveillance of inmates on an individual and group basis, keeping a tab on their activities & communication within the jail &without; based on this and the crime commited, the level of interaction with other inmates & freedom within the jail that is to be allowed should be determined. this is an ideal case scenerio, easier said than done but ideal nevertheless, give or take a few pointers.
