Normally the people are to be tried where the crime has been commited .... that is why these "hindu" terrorists are in jail in India.
The 19 people in Pakistan (the ones Indians are asking for) have commited crimes in India, hence the request.
But it would definetly be a nice gesture for peace if Pakistan were to try these 19 people in Pakistan .... it could be the first step.

There is no reason Pakistan should keep Dawood Ibrahim in Pakistan (if he is really there and not Dubai). If Masood Azhar is a Pakistani (and not Pakistani Kashmiri or IOK) then he can stay but India will need to provide proofs of his involvement in any terrorism. Pakistan should try all terrorists in Pakistan and punish accordingly, there is no need of "handover" unless they are Indians.

That would be a step in the right directionand would be in line with what the world leaders have been asking of them for a long time.

In case you forgot LeT is "banned" in Pakistan, so they do not have any offices. They have moved into Afghanistan.

Going by your suggestion, LeT would have an office, they will put all their plans, all blue-prints, everybody belonging to LeT would be visiting the offices and collecting their to-do list, coming next day to report on achievements, keeping financial books etc and all this time government keeps shouting "banned". Nice.

I totally agree with this. They would not have a plush office with interiors designed by an architect and all that. They would have some dinghy office where these elements would meet and plan their next strategy. Rogue elements within the goverment would aid these guys too.

LeT itself has moved while they started another wing by the name Jamatud Dawah. Their leaders giving speeches does not mean they have offices.
