What your describing could be Chillblain if she specifically gets it during the winter, does she also usually get cold hands and feet, and does it sting when she puts them against a cold surface? Chilllbain usually occurs when out hands / feet are cold and we put them near a heater, or under hot water.
Tell her that if she puts her feet under water when bathing, doing wudhu etc, to make sure that the water is not too hot. The most effective way i've found to overcome this problem is to wear really thick socks all day....That way your feet don't get cold, and they wont be exposed to a sudden cold/hot environment ( hope that makes sense?).

yes she face this problem in winters only, she get cracks on feet and it pains a lot....i was talking to a colleague she also said the best she can do is to cover her feet and keep em warm, she wears socks all the time but still its not working*
