i am not sure aswell but i think it was Ameerud din Khidwai, who designed the flag.

The Pakistan Flag was designed by Ameer-ud-din Khidwai. The national flag of Pakistan is dark green in colour with a white bar, a white crescent in the centre and a five-pointed star. The significance of the colour and symbols used in the Pakistan Flag is as follows:

The white and dark green field represents minorities & Muslim majority, respectively.
The crescent on the flag represents progress.
The five-rayed star represents light and knowledge.

I’m sorry to laugh but the reply of the webmaster just seemed funny. It perfectly fits the description of a pakistani government worker - THEY ARE NEVER WRONG. all I know is that it was neither Quaid or Liaqat Ali Khan. i read it in our Urdu book sometime in the 7th grade but i forget. About Pakistan’s name it was Ch. Rehmat Ali Khan - right ?
