Basically they have had to be known to be Muslims - that is a short criterion, if for example they were known to be pious, saintly and someone who strived in the way of Allah, for example in purifying themselves and or helping people - Such a person would be regarded as someone upon whom descend the mercy of Allah, meaning at his resting place. Standing besides their Grave would bring us Blessings
Now some people may need help, may be desperate and those people take the help of the inhabitants of the Grave.

The basic action in seeking this type of help for is proven from Quran and, and i say AND, Sunnah/History of the Muslims, and our Scholars. Basically we have always done it

However, some of the newer groups tawheed [Allah being One] is different. This action would be shirk in their eyes because it is going to creation, using intermediaries. They believe help should be sought directly, and they especially have a dislike for graves.
