The real question is **why **the Israelis were perpetually shooting so close to the UN outpost. I think the answer is stated fairly well by a retired Canadian General quoted above:

"We received emails from him a few days ago, and he was describing the fact that he was taking fire within, in one case, three meters of his position for tactical necessity, not being targeted. Now that’s veiled speech in the military. What he was telling us was Hezbollah soldiers were all over his position and the IDF were targeting them. And that’s a favorite trick by people who don’t have representation in the UN. They use the UN as shields knowing that they can’t be punished for it."

The answer is that they want countries to think twice before sending their troops on peace keeping missions in South Lebanon.

So, they are just really looking forward to occupying a territory where they can be attacked by IEDs and snipers and suicide bombers constantly? What are you thinking? There is nothing more that Israel wants than peaceful neighbors, even if foreigners have to enforce that peace.

And why would the Israel NOT want the UN to investigate itself? I looked at the UN press releases from UNIFIL. They constantly mention Israeli shelling, but never WHY. If Hezbullah were using them as a shield, and that is never mentioned in reports, then one would have to wonder why. Let NATO, or the EU, or somebody independent investigate, but the UN had plenty to cover up in the oil-for-palaces scandal. They tried to gloss that over. Why would the UN *not *welcome an outside investigation. Any country which sends it's troops on UN missions ought to welcome total accountability, and an independent inquiry.

Yes I really do think that Hezbullah was using the UN post as a shield. A little more elaboration is found in this article. I would imagine that interviews with the surviving UN personnel would be able to confirm this. So we shall soon see.

    Six days before he was killed in an Israel Air Force bombing of a United Nations post in southern Lebanon, **Canadian observer Major Paeta Hess-von Kruendener sent an email to his former commander in the Canadian army, in which he said that Hizbullah fighters were "running around" near the UN post struck by the Israel Defense Forces and that they were using the post as a sort of "shield" against Israel's strikes.

He sought to provide the public in his country with a “Canadian outlook” on the war in Lebanon from a post of the United Nations Interim Force in Lebanon, at a distance of 10 kilometers (6.21 miles) from the country’s border with Israel.

Another three UN observers were killed in the strike.

In an email sent six days before he was killed, Hess-von Kruendener wrote that he felt he was in great danger.

“What I can tell you is this. We have on a daily basis had numerous occasions where our position has come under direct or indirect fire from both artillery and aerial bombing. The closest artillery has landed within 2 meters (6.562 feet) of our position and the closest 1000 lb aerial bomb has landed 100 meters (328.1 feet) from our patrol base,” he said.

The Canadian soldier tried to describe his experiences as an unarmed soldier who is nonetheless in the line of fire.

The UN post, he wrote, provided a view of the “Hizbullah static positions in and around our patrol Base.”
“It appears that the lion’s share of fighting between the IDF and Hizbullah has taken place in our area,” he wrote, adding that it was too dangerous to venture out on patrols.

Hess-von Kruendener, whose last letters were quoted in many Canadian and global media outlets, was stationed at a UNIFIL post in southern Lebanon for nine months. He served as a Canadian Forces infantry officer for 20 years and was previously stationed in Cyprus, Congo and Kosovo.

‘Israelis chose to bomb that site’

Hess-von Kruendener wife, Cynthia, demanded that Israel answer her question why the IDF struck the UN post.

“I’ve been told … that the Israelis chose to bomb that site with three guided missiles. They’re UN soldiers. That should have been the safest place to be. They should not have bombed that site, period,” the widow told reporters at a Canadian forces base in Kingston, Ontario.

Prime Minister Ehud Olmert phoned UN Secretary General Kofi Annan Wednesday morning to express his deep regret over the death of four UN observers in Lebanon.

Olmert told Annan that he has instructed the IDF to thoroughly investigate the incident, adding that he would share the findings with the secretary general once they are in.

During the conversation the prime minister said he was taken aback by the statement made by Annan following the incident.

Speaking in Rome, where he was to attend an international conference on the 13-day Lebanese crisis, Annan said he was “shocked” at Israel’s “apparently deliberate targeting” of the UN post. He later regretted his remark.

Foreign Minister Tzipi Livni also referred to the Annan’s remark during a press conference in Haifa on Wednesday, saying that “there will be no army commander that would intentionally direct fire at civilians or UN observers.”

According to Livni, “we expressed our regret over the incident. I spoke to the foreign ministers of Austria and Canada, whose soldiers were killed yesterday, and I apologized for the incident.”

The official statement? It goes something like this:

"We the UN are appalled at the deaths of these soldiers. We are of course in no way culpable or negligent, despite the facts. Perhaps we should have pulled out the observers when it was apparent that Hizbullah was inciting an incident. But since we did not pull out the troops, we will try to find someone else to blame. As there is no official representative from Hizbullah to the UN, as it is a militia not an elected government, we can hardly blame them. Additionally we cannot interview either the head of Hezbullah, or any of the commanders, as they are busy hiding under rocks. So even though Hizbullah was a valid target at all times, we will blame Israel, as they are still able to be found. Additionally, we will never have any country volunteer for UN duty if we are perceived as screw ups. So, we will blame Isreal, as they are a convenient scapegoat, even though it was our responsibility to remove the troops if there was a threat to their safety. "

That is the statement Kofi should make, but he does not have the balls to make.

Thats stupid Ohio, if the US and Isreal dont care for the UN they can as well leave the organisation. If Isrealies felt that the UN outpost was used as a shield and were intended in bombing that place then they should have informed the UN or shold have taken outmost care that UN post may not be harmed.
On the side note, just think what would happen to the world, if each member of the UN now decides to have their own laws and disregard the normal policies that has been set up to govern them.

The United Nations has decided to remove unarmed observers from their posts along the Israeli-Lebanese border, moving them in with the peacekeeping force in the area, a spokesman said Friday. The decision came three days after one of the posts of the observer force, known as UNTSO, was destroyed by an Israeli airstrike earlier this week, killing four.

“These are unarmed people and this is for their protection,” said Milos Struger, a spokesman for UNIFIL, the peacekeeping force whose 2,000 members have light weapons for self-defense.

IDF uncovers Hizbullah bunker
IDF forces from the Golani Brigade blasted open a Hizbullah bunker overnight Saturday some 400 meters from the security fence near Rosh Hanikra, it was reported on Sunday. **The bunker was discovered a mere stone’s throw from a UN post. **
According to Lt.-Col. Jassem Elian, a senior officer in the Golani Brigade, “Hizbullah dug a 40-meter by two-kilometer pit, in which they built dozens of outposts.”
Elian added that the bunker had “shooting positions of poured concrete,” and that the combat posts inside were equipped with phone lines, showers, toilets, air ducts, and emergency exits, as well as logistical paraphernalia for Hizbullah.
A Golani officer told the Jerusalem Post that among the force’s findings was a Katyusha rocket launcher, most likely used in rocket attacks against northern Israel during the war.
He also mentioned that Golani forces had initiated the move to uncover the bunker after the same battalion, in an earlier operation, had discovered maps specifying certain areas where Hizbullah had planned such tunnels in south Lebanon.
The IDF blasts caused concern among nearby residents, who thought the loud explosions were rocket fire.
The IDF has continued to operate in southern Lebanon since a cease-fire was called two weeks ago, stopping weapons shipments to Hizbullah and killing several armed Hizbullah operatives who posed an immediate threat to IDF forces.

Two tank rounds from the Israeli side impacted directly on a UNIFIL position
in the general area of Hula yesterday afternoon, causing extensive material
damage, including the ammunition shelter, but no casualties. **One aerial
bomb impacted in the vicinity of a UN position in the area of Alma Ash Shab
yesterday morning, causing damage to the parameter wall. It was reported
that Hezbollah fired rockets from the vicinity of this UNIFIL position prior to
the aerial bombardment. Hezbollah also fired small arms fire from the vicinity
of the same position. They also fired rockets from the vicinity of two UNIFIL
positions in the area of Tibnin and At Tiri in the central sector. **There was one
more incident of firing from the Israeli side close to UNIFIL position in the
area of Mays al Jabal, when 10 tank rounds impacted 100 meters from the
UN position.

Israeli rocket hits Reuters car

The air strike was one of several in Gaza on Saturday night

An Israeli air strike on a car in Gaza City during a security operation has injured a Reuters news agency cameraman and a local journalist.
At least one rocket hit the car as the cameraman was filming, knocking him unconscious, while the second man received serious leg wounds.
The Reuters car was clearly marked all over as a media vehicle.
The Israeli army said the car had not been identified as press and expressed regret that journalists had been hurt.
The agency named its cameraman as Fadel Shana and the other man wounded as local website journalist Sabbah Hmaida.
Two Palestinian bystanders were also injured in the attack.
A Hamas militant was killed in a separate Israeli air strike on Gaza later on Saturday.
‘English, Arabic and Hebrew’
Israeli ground forces backed by helicopters were conducting an operation inside the Gaza Strip on Saturday evening, near the Karni crossing.

“During the operation, there was an aerial attack on a suspicious vehicle that drove in a suspicious manner right by the forces and in between the Palestinian militant posts,” Israeli army spokeswoman Capt Noa Meir said.
“This car was not identified by the army as a press vehicle. If journalists were hurt, we regret it.”
The Reuters armoured car was clearly labelled as a media vehicle, with signs on all sides, including the roof.
According to the Associated Press, the white sports utility vehicle was emblazoned with the Reuters logo and had “TV” and “Press” written on it in English, Arabic and Hebrew. The front seats of the car were covered in blood, much of the inside of the vehicle was torn by shrapnel and one of the bullet-proof windows was completely destroyed, the agency says. Mohammed Dawdi, head of the local journalists’ union, described the attack as a “cold-blooded crime”.
