The reason behind dawah to the chiefs of Quraish was, if they convert to Islam, then it other Makkans would follow them.
Abdullaah Ibn Makhtoum(he was blind) radiAllaahuanhu, intervened at when our Prophet was in talk with the Chiefs of Quraish, and Prophet avoided Abdullah Ibn maktoum and when Abdullaah ibn Maktoum persisted to talk to Prophet frowned at the sahaba.
Thats when Surah Abasa was revealed.
