Many masjids do their azans 15 minutes before jamat or something like that, but azan prayer marks the end of one time and the beginning of another, so really we should wait for the azan before doing the sunnah of the next prayer.
We don't need to wait for Azaan to start a salat. If it's time is in, then we can pray it. If azaan was always made exactly when the time of the salat starts, then fine. But the way it happens these days, as in a few minutes before jamat, we can make it anytime after the time for salat has started.
