In article 2 of the constitution of pakistan, Islam is viewed not as a divine source of legislation but merely as "the state religion of Pakistan". According to article 31(1) the state acts only as a facilitator for its citizens "to order their lives in accordance with the fundamental principles and basic concepts of Islam".** Hence the state is not obliged to implement Islam, but only to allow its citizens to practice Islam in their personal capacity if they so wish. Consequently the state is purely secular.**

It seems u hv very little knowledge of Islamic principles otherwise u wud not hv made the mistake of expecting the state to take responsibility of implementing/forcing Islam. Every individual is responsible for their own acts, and there is No compulsion in religion. Are u aware of these concepts? Those who framed this constitution were well aware and knew what they were doing. So its better if you took a very very long vacation and devote your time in reading more about political sciences and Islam.

If the state is not obliged to implement islam then what the hell is it implementing? hence it is not obliged to implement islam do you need some simple reading books even a child can see this simple statement i.e it is not implementing islam!
Islamic state you implement ths islamic laws on all citizens regardless of their belief even if they are muslim or buddist the law applies to them. As for your repeat "there is no compulsion in religion" quote that was refuted on page 2 of this thread 11 posts down.
