I flew from Islamabad to Chitral last October (2011) for a project . Flights are open these days and close only for 2-3 months in winter. Flight was breathtaking as snow was accumulating in hill tops.

I again tried flights in April this year but they were cancelled after issuing boarding cards. Flights are usually cancelled due to less passengers than weather issues. I had to take cab from Islamabad to upper Dir and then the company I was working with for which provided a 4X4 to take me to Chitral. It took 11 hours from Ism to Chitral. Return flights were also cancelled and I had to take same road route again. Weather was pleasant in April with no warm clothes needed at that time. So no guarantee of flights taking you to Chitral and coming back as per ones plans.
