Nuclear Rivals Renew Agreement not to Attack
NEW DELHI - Pakistan and India renewed an agreement not to attack each other’s nuclear facilities, shortly after Pakistani President Pervez Musharraf declared that he was ready to use atomic weapons if India had declared war last year.
The agreement accompanied an annual exchange of information on their respective nuclear establishments handed to the embassies in Delhi and Islamabad on New Year’s Day.
**The exchanges date back to the 1991 Agreement on the Prohibition of Attack Against Nuclear Installations. **
Last year the lists were similarly exchanged during the biggest military buildup along the 3550km common frontier in 15 years.
The buildup followed a December 2001 attack on India’s Parliament blamed on Pakistan-based groups fighting Indian rule in disputed Jammu and Kashmir. Pakistan, which controls a third of Kashmir and claims the rest, denied the charge.
War clouds gathered again last May after Pakistan-backed gunmen attacked a garrison in Jammu and shot 31 people including 11 women and 11 children.
But Western countries led by the United States, fearing that an India-Pakistan war could grow to a nuclear exchange, prevailed on both sides to exercise restraint and managed to defuse the crisis.
However, Musharraf said this week that Pakistan’s readiness to use atomic weapons had deterred India from war.
“I personally conveyed messages to Prime Minister Vajpayee through every international leader who came to Pakistan that if Indian troops moved a single step across the international border or the Line of Control [in Kashmir], they should not expect a conventional war from Pakistan,” Musharraf told Air Force veterans and serving military officers in Karachi.
After a 10-month standoff, India began pulling back its troops from the border and Pakistan followed.
“We defeated our enemy without going to war,” Musharraf boasted.
Meanwhile, India’s new Army chief, General Nirmal Chander Vij, who took charge on January 1, said the military was prepared to meet any challenge from Pakistan.
“We don’t have to brag about anything, but we are prepared to meet any challenge from across the border”

so this is what it means: his idea of 'personal' is through 'every visiting international leader'.
and the 'every' also exposes the desperation.

You don't seem to understand.
Musharraf conveyed message to Vajpayee because Vajapyee doesn't agrees to talk to Musharraf either by phone or face to face. Therefore, International Media was the only choice left for message to be sent across the Eastern Border; and I'm sure International Media has given good medicine to Vajpayee as he climbed down from a hill by taking 2-month vacation.

Yes, I do. Evidence-->Vajpayee made a statement :'We are giving Pakistan two months'. From Pakistan's point, it was all hot air but no substance.
